Bruce Payne

As the Economic Development Manager for the City of Arlington, Bruce is responsible for business/industry recruitment and retention, identification of targeted development opportunities, and management of the city’s general economic development incentive programs. During his tenure with the city, Bruce has previously served as assistant director of Community Development & Planning where he was instrumental in the creation of the city’s One Start Development Center; and also as assistant director of the Community Services department overseeing grants management and code enforcement.

Prior to working in Arlington, Bruce was the planning director for the City of Southlake, and before to coming to Texas spent the first 15 years of his career working at the state, county and municipal levels of government in North Carolina. Bruce is a native of Virginia Beach, Virginia, and obtained his BS and MA degrees from East Carolina University. He is a member of the American Institute of Certified Planners and is the chairman of the church council for Martin United Methodist Church in Bedford. Bruce is married to Lori Payne and has two sons, Dylan, age 17 and Trevor, age eleven.
